ACPO and ACPO Scotland is a bit like an unelected 5Th Estate within the Body Politic of the UK.
It advises the government of the day on all police matters. But this term - ’Police Matters’ takes in all sort of things that years ago ACPO wouldn’t have even been involved in.
It’s a strange old world, and ACPO was at it’s ’best’ during the Miner’s Strike. The police being used to keep people away from those areas of the country where the coalfields are..... smacks of a police state....
Oh! I forgot under the Liarbore Party we really were ’sleep walking’ into a Police State.
I wonder what ACPO’s response will be if and when ’Call-Me-Dave’ and the Limp-Ducks actually do repeal some of the more draconian legislation that B’Liar and his Marxist Muppets put in place.
I have still to gain the answer if all this ’Legislation’ was all Liarbore’s ’Own Work’, or if it was implemented on instruction from the Kommie Kommizzars of ’Moscow Central’ located in EU-SSR Land, Bruxxelles?  
Alright Nobby, I must admit I find it funny (ha ha not sheesh) that you should use the expresion "5th estate" in relation to Police Chiefs when it is usally used to describe orginised crime. I have a mental picture of the new uniform for them, stripped tee shirts & lone ranger masks with a sack marked swag.
If your worried about draconian laws & a police state just be thankful that the electorate saw through the 5th column formed by the BNP & gave them the bums rush they richly deserved at the last election. Could you imagine if they by some fluke of nature had gained power? Mine Kampf would be mandatory reading in schools, new branches of the police would be formed called the Geheime Staatspolizei & the Sicherheitsdienst. Mind you they would improve unemployment, building all the concentration camps they are planning for ’enemies of the state’ or anyone who doesn’t like Bratwurst und Sauerkraut.
I’m suprised you think that Brussels in some form of nouveau kremlin when the majority of the EMP’s are from right wing parties, a lot from the ultra right wing which as a matter of interest is the grouping the British Tories have joined.
